TX-PACE (Texas Property Assessed Clean Energy)

C-PACE; PACE financing

TX-PACE — Texas Property Assessed Clean Energy, enacted in 2013 as Chapter 399 of the Texas Local Government Code — finances upgrades including lighting and controls through a voluntary property assessment secured by a senior lien. Terms run 10 to 20-plus years; the assessment transfers on sale. C-PACE is the national program family.

TPA administers across 109 cities and counties (August 2025), with over $500M facilitated; the Sinclair Hotel closed $8.2M in TX-PACE with 39% energy and 16% CapEx savings. Every project requires an Independent Third-Party Reviewer audit by a licensed PE.
