Measurement and verification (M&V) is the discipline of proving energy savings, governed by the International Performance Measurement and Verification Protocol (IPMVP). Because savings represent the absence of consumption, they cannot be measured directly — they are computed against an adjusted baseline under one of four IPMVP options.
M&V is where the credibility strategy cashes out: a portfolio owner misallocated $1.1M in emissions credits against a COVID-skewed baseline — the anecdote that converts skeptical CFOs because no manufacturer publishes it. DLC frames granular NLC interval data as 'M&V 2.0'.
